Political Campaign Usage Policy
What political campaigns, PACs, parties and advocacy groups may and may not use HookPilot for.
1. Scope
This policy applies to use of HookPilot by U.S. federal, state and local candidate committees; political party committees; PACs, Super PACs, 501(c)(4) advocacy groups, 527s; campaign vendors; foreign campaigns subject to the rules of their jurisdictions; and to issue advocacy and lobbying organisations. It supplements the Terms of Service and the Acceptable Use Policy.
2. HookPilot Is Politically Neutral
HookPilot Caption Studio LLC does not endorse candidates, parties or ballot positions. The platform's AI workforce charters are written to be content-neutral with respect to viewpoint, and routing decisions do not depend on partisan affiliation. Customers across the political spectrum may use HookPilot subject to the rules below.
3. Bright Lines
- No content designed to suppress voter turnout (false polling-place info, false ID / eligibility claims, false election dates, false threats about voting).
- No fabricated quotations, fabricated images or fabricated audio of real candidates, officials or election workers presented as authentic.
- No incitement of violence toward candidates, election workers, voters or institutions.
- No impersonation of election authorities, candidates' campaigns or government agencies.
- No use of HookPilot to coordinate harassment campaigns targeting individuals.
- No content that violates U.S. sanctions on foreign election interference, or comparable laws abroad.
4. Disclosure
For paid political advertising, customers must follow FECA, applicable state campaign-finance disclosure rules, the disclosure rules of the destination platform (Meta, Google, TikTok, X, YouTube — each has its own political-ad policy), and any "AI content" labeling rule that applies. The Political mode of HookPilot's Caption Studio inserts disclaimer text by default; customers are responsible for the final form of the disclaimer.
5. Deepfakes and Voice Clones
HookPilot does not produce generative audio or video of a specific real person unless the customer has uploaded a documented release from that person or unless the person is the customer themselves. Generating impersonations of candidates, election officials or government agencies is prohibited and the platform's Statute and Shield agents veto such requests by default.
6. Election Integrity
The platform applies extra hallucination self-check on outputs that name election dates, polling locations, voter eligibility rules, or vote-by-mail procedures, and routes such outputs through the AI Governance department's election-integrity framework. Customers are responsible for ensuring published statements about voting are accurate per local election authorities.
7. FEC / FECA
HookPilot does not contribute to candidate committees, party committees or PACs, and the use of HookPilot by a campaign is purchased at posted rates. Discounts or credits are not extended on a basis that would constitute an in-kind contribution under FECA.
8. Non-US Regimes
Customers outside the U.S. must follow their jurisdiction's election, broadcasting and political-advertising rules — including but not limited to the UK Elections Act, Canada Elections Act, Australia AEC rules, EU Digital Services Act political-ad provisions, India ECI MCC rules and equivalents. Where local law prohibits AI-generated political content without prominent labeling, customers must follow the local rule.
9. Enforcement
HookPilot may suspend workspaces, remove outputs and refuse service for violations of this policy. For deepfake and voter-suppression violations, suspension may be immediate and without prior notice. The HookPilot Internal Security (-HPS) and AI Governance departments coordinate enforcement during election cycles in the customer's jurisdiction.
